HC Deb 21 February 1918 vol 103 cc929-30W
Major BARNSTON

asked if a farmer who makes butter and sells to some of his neighbours is bound to be registered as a retailer; and if the person who buys from the farmer is also bound to be registered?

Mr. CLYNES

Under the London and Home Counties scheme of rationing it is not at present compulsory for a farmer who sells his own butter by retail but has no special premises for carrying on retail trade to be registered. Nor is it now necessary for a person buying from a farmer in these circumstances to be registered. He may not, however, obtain from the farmer and from other sources together more than the prescribed ration, and if he relies solely on the farmer for supplies should have the butter and margarine portion of his food card cancelled by his Food Office. The provisions of other local rationing schemes vary with respect to these particular points.
