asked the Under-Secretary of State for War whether private car licences will only be renewed now on condition that the owner places his car at the disposal of the Army in case of invasion; if so, what arrangements have been made as to the conditions upon which they will be taken over by the military, in particular; and whether the owner or the War Office would be responsible for the risk of damage to the car?

I am afraid that the details of the new scheme have not yet been fully worked out, and I am not at present in a position to add anything to the announcement made by the Board of Trade which appeared in the Press on the 25th October. The points which my hon. Friend raises will receive full consideration.
