Mr. CROOKS

asked the First Lord of the Admiralty whether it is proposed to allow representatives of the lower deck to sit upon the canteen boards?

Dr. MACNAMARA

It is on the whole considered that the present system by which canteen committees are elected by the men themselves from their own number in the respective ships in the Navy is fully calculated to enable those responsible for the conduct of canteens to become acquainted with the wishes of the men and any views which they may hold on canteen management. But my right hon. Friend's proposal shall be further considered.

asked the Financial Secretary to the War Office whether it is proposed to allow representatives of the men in the Army to sit upon the canteen boards?

Mr. MACPHERSON

It is not considered that any advantage would accrue by the appointment of a private soldier to the Navy and Army canteen board. It is considered that the present system, by which canteen committees are elected by the men themselves from their own number in the respective units of the Army, is best calculated to enable those responsible for the conduct of canteens to become acquainted with the wishes of the men and any views which they may hold on canteen management.
