HC Deb 21 March 1917 vol 91 cc1918-9W
Mr. JOWETT

asked the Parliamentary Secretary to the Ministry of Food whether the result of the system of voluntary rationing has been to increase the consumption of wheat and other cereal foods; and, if so, will he state the effect of the increase on the demand for tonnage and the steps, if any, being taken to reduce consumption?

Captain BATHURST

I have no reason to suppose that the suggestion made in the first part of the question is correct, and from the many communications received in the Ministry of Food it seems clear that the consumption of bread has been lowered by the adoption of the voluntary rationing scheme.
