asked the First Lord of the Admiralty whether he is aware that, notwithstanding the statement made some three months ago that instructions had been given that men trans- ferred from the Royal Naval Division to the Royal Engineers were to retain for the present their old rate of Engineer pay, and be given reasonable time and instruction in which to reach Royal Engineer standards and technical ability, some commanding officers appear to be unaware of these instructions; and will be cause a more general circulation of the instructions, so that all men eligible may receive the concession?

The instructions referred to covered only the signallers, as these alone were concerned at the time. Since then the remainder of the Engineers have been transferred, and instructions have now been issued to include them.
