asked the Prime Minister whether Sir Joseph Maclay has been appointed Shipping Controller; if so, will he state the date of his appointment and all practical results obtained since that date; and what is the present personnel of the Ministry of Shipping?

My right hon. Friend has asked me to reply to this question. Sir Joseph Maclay's appointment as Shipping Controller dates from the coming into operation of the New Ministries and Secretaries Act, 1916, namely, 22nd December, 1916. It is not possible within the limits of an answer to a question to describe the many measures which have been taken by the Shipping Controller in pursuance of his duties, but some of the chief of them were described by me in speeches made in this House on 14th February, 15th March, and 4th April. With regard to the last part of the question, the persons employed in the Ministry number 830.
