asked the Under-Secretary of State for War whether his attention has been called to a letter sent on 15th March by Lieutenant-Colonel J. W. Reeks to Messrs. John Crowley and Company, Limited, Meadow Hall Iron Works, Wincobank, Sheffield, informing them of the transfer to their employment under the substitution scheme of Private Thomas Brown, No. 4319, 5th Sherwood Foresters, and further informing them that they will not be required to pay the man any civil emolument whatever during the first seven days of his civil employment; and if he can state by whom and at whose expense such an arrangement is made?

Men entering a factory under the substitution scheme are kept on full Army pay and allowances for the first week. This arrangement has been in operation since November last, at the expense of the public.
