§ Mr. HAYES FISHERAt 31st March, 1915, the total amount of the outstanding loans of the councils of cities and boroughs in England and Wales, including the City of London and other Metropolitan boroughs, was £281,390,000. Their gross expenditure during the year ending at that date amounted to £71,480,000, excluding expenditure defrayed out of loans.
