asked the Prime Minister whether any examination for second division Civil Service clerkships will be held this year; and whether he can state what provision will be made to afford an opportunity to enter the Civil Service to youths who have not be able to sit for examination owing either to military service or to the examinations not being held?

It is not proposed to hold an examination for clerkships in the second division of the Civil Service this year, or during the War. On the resumption of any of the several examinations for Civil Service appointments which have been suspended owing to the War it is proposed to allow candidates an extension of the ordinary limits of age so far as may be possible in proportion to the length of their naval and military service. Details of this allowance have not yet been settled; they must depend on the actual length of the War, and will have to be considered together with alternative methods of safeguarding the interests in this matter of those who are at present serving in the Navy or Army.
