HEALYasked the Chief Secretary for Ireland whether it is proposed, in the case of loans to the Corporation of Dublin for rebuilding to empower the creation of mortgages by borrowers which shall take precedence of existing debentures; and if, before assenting to any such principle, he will consider the effect the same would have on credit and the hardship to debenture holders who made advances on the faith of the principle that their security could not, as the law stood, be interfered with or depreciated?
§ Mr. DUKEThe Government Amendments to this Bill are being put upon the Paper forthwith and will not affect interests which receive no benefit from the advance unless the owners of those interests so consent.
