asked the Minister of Munitions whether inventors are given full opportunity to prove their inventions in practice before his Department in such a way that the same are not vised by persons who are themselves rivals or competitors; and whether the system which prevails in his Department is of long standing, or, if altered, will he state when the new system dates from?

Full opportunity is given to inventors to demonstrate those inventions submitted to the Munitions-Inventions Department which appear,, after full consideration of the advantages claimed for them, to be of military value. These inventions are not vised by persons who are in any way rivals or competitors. This system has obtained, without modification or alteration, since the formation of the Munitions Inventions Department in August, 1915.
