§ Dr. ADDISONFull opportunity is given to inventors to demonstrate those inventions submitted to the Munitions-Inventions Department which appear,, after full consideration of the advantages claimed for them, to be of military value. These inventions are not vised by persons who are in any way rivals or competitors. This system has obtained, without modification or alteration, since the formation of the Munitions Inventions Department in August, 1915.
