asked the Secretary of State for India whether he is aware that the promised accelerated promotions in the Indian Army, without pay, are, in numerous cases, many months in arrear, thus nullifying the purpose of the concession; whether this delay is due to a possibility of the increased pay of rank from date of promotion being granted; and, if not, is there any reason why a privilege, involving only trivial clerical work, should not be accorded when due?

Some delay occurred at first, as the recommendations of commanding officers had to be collected. But these arrears have been disposed of, and ordinarily a temporary promotion appears in the "Gazette" within a month of the date on which it is due.
