§ Mr. TENNANTI am not aware of the circumstances mentioned by my hon. Friend. The distribution of the circular was undertaken by voluntary workers and, if the facts are as stated by the hon. Member, it would appear that in this particular case the worker did his business indifferently. The circumstance seems hardly worthy of the attention of the Imperial Parliament.
