asked the President of the Board of Trade whether his attention has been called to the fact that numbers of bodies in lifebelts of the steamship "Maloja" were found floating head downwards, this showing that the lifebelts in question, which are still permitted to be used by the Board of Trade, are death-traps, while other lifebelts or jackets now largely used by the Admiralty keep the body in an upright position whether the person is conscious or unconscious; and, in view of this, will he state what action he proposes to take with regard to mercantile and passenger vessels in this connection?
