Mr. HARCOURTEfforts have been constantly made for a number of years past to promote comparability in the trade statistics of different portions of the Empire and foreign countries, and these efforts will certainly be continued, though there are obvious difficulties in securing the adoption of a uniform system by countries whose circumstances and needs are very different.
