asked the President of the Board of Education if he is aware that the education authorities have sent out circulars to the managers of elementary schools asking them to dismiss uncertificated teachers as a war economy; whether the education authorities have acted on the advice of the Board of Education; whether he is aware that the Hertfordshire County Council sent one of the circulars to the managers of the Great Am-well School, who have accordingly sent notice of dismissal to Miss K. M. Dawe, an uncertificated teacher in that school, on the grounds of depletion of school staff; that the school managers have refused to grant her testimonials; and if he will consider whether the Board of Education exceeded its powers in withholding the elementary teachers' certificate from Miss K. M. Dawe?

The Board are not aware that local education authorities generally are asking managers to dismiss uncertificated teachers, and have not advised any such action. I am informed that the Hertfordshire Local Education Authority have reviewed the staff of their schools, and have recommended to the managers certain economies which can be made consistently with the provisions of the Code, and are within their discretion. I understand that such a recommendation has been made in the case of the Great Am well School, and that notice has accordingly been given to Miss Dawe by the managers. I have no knowledge whether the managers have refused to give her a testimonial. She has no claim to recognition as a certificated teacher under the Board's Regulations.
