§ Mr. RAFFANasked the Financial Secretary to the War Office whether his attention has been called to the fact that, in the event of a soldier becoming insane, the cost of his maintenance in an asylum is charged to the board of guardians for his place of domicile without any consultation with them; whether protests against this pauperisation have been received from the Leigh Union and other bodies similarly affected; and whether he can see his way to discontinue this practice and provide for the entire cost of maintenance out of Army funds?
§ Mr. FORSTERUnder the Lunacy Act a lunatic's maintenance is chargeable in the first instance to the guardians of his place of settlement; but in the case of an insane soldier his pension is available to meet the cost of his maintenance, and in cases due to war service it is generally more than sufficient for that purpose.
