asked the Postmaster-General whether there is a conflict of Regulations between his Department and the Foreign Office with regard to the dispatch of parcels to prisoners in Turkey; whether the Foreign Office Regulations allow cardboard, tin, wood, or stout packing paper, and whether the Post Office require hemp canvas and not other material; and, if so, why this confusion exists?

Parcels for Prisoners of War in Turkey must be packed in wood, tin, or hemp canvas. No regulations on this subject are issued by- the Foreign Office. The regulations issued by the Prisoners of War Help Committee, to which the hon. Member presumably refers, make no mention of cardboard or stout packing paper. It is possible, however, that the hon. Member may have seen some obsolete print of a memorandum issued by that Committee.
