§ The PRIME MINISTERProfessor Morgan has kindly sent me a copy of the work referred to. It contains much of interest, and I should be very glad to see it put on sale at a popular price, but I hardly think the expenditure from public funds which its publication as a Blue Book would involve would be justified.
