asked the Chancellor of the Exchequer whether he has received any protest from the Dundee, Lochee, and Broughty Ferry Licensed Grocers' Association, and other kindred associations, against the proposal to exclude off-licence holders from the benefit of the rebate in districts where orders have been made under the Intoxicating Liquor (Temporary Restriction) Act; and whether, in view of the fact that the restrictions imposed apply to the off-licence as well as other licences, he will consider the advisability of allowing the rebate in all cases?

My right hon. Friend has carefully considered the representations made on behalf of off-licence holders upon the subject referred to by the hon. Member, but, for the reasons which I explained to the House last night, he has not seen his way to allow this concession.
