asked the Secretary to the Treasury whether the Development Commissioners have received a communication from the Carnarvon County Council urging that moneys to be advanced for the acquisition and cultivation of waste land, particularly in view of the fact that any loss arising out of the transaction falls on the county council, should be paid to the council and not to agricultural colleges; and whether the Commissioners, for the reason given and for facilitating the object in view, will modify their scheme so that the money shall be paid to and applied by a public representative body?

The answer to the first part of the question is in the affirmative. The Development Commissioners have pointed out to the Carnarvon County Council that their communication was made under a misapprehension. The Commissioners are quite prepared to recommend advances to county councils for the execution of approved schemes of reclamation of waste land.
