Mr. DICKINSON

asked the President of the Board of Agriculture, as Commissioner of Woods, what restrictions, if any, are placed on the issue of keys for admission to the two garden enclosures in Regent's Park; what proportion of the £270 received from key subscriptions is derived from Crown estate residents and from non-residents, respectively; what is the annual cost of maintaining these enclosures; and whether there is any legal obstacle to the opening of the 8 acres covered by these enclosures for the use of the general public?

Keys are issued to residents in the neighbourhood who hold their houses or flats on leases or agreements for a term of years. Residents pay rather less than half of the sum mentioned. The annual cost of maintenance is £130. The First Commissioner hopes that it may be possible to throw these enclosures into the public part of the park in 1922. Before this date it is legally impossible.
