It is not illegal to send an advertisement of a moneylending business by post, and even if it were illegal to do so the Post Office would not be in a position effectively to interfere, as such advertisements are almost invariably sent in closed covers. I have therefore no official information, but judging by the complaints made of the receipt of such advertisements and by one's personal experience, their number must be considerable.
