§ Mr. HERBERT SAMUELThe answer to the first part of the question is in the negative. With regard to the second part, the Local Government Board will not allow any regulation proposing hour of work for inmates of workhouses in excess of ten in the summer and nine in the winter. No amending Order is needed, as Article 47 of the Poor Law Institutions Order, 1913, expressly provides that the Local Government Board may disallow, modify, or suspend the operation of any regulation made by a board of guardians under that Article.
