§ Mr. MONTAGUManual workers earning more than £160 a year are liable to Income Tax assessment equally with other persons, and there is no discrimination in practice. No special instructions on the subject have been issued, and the Commissioners of Inland Revenue have no information as to the number who are assessed to Income Tax.
