§ Mr. MONTAGUMr. Hornell was reappointed to the Indian Educational Service to be Director of Public Instruction, Bengal, by the Secretary of State for India, acting on the recommendation of the Government of India and the Government of Bengal. So far as it concerns the Indian Educational Service, the answer to the second part of the question is in the affirmative. As regards the Indian Civil1400W Service, no such report was given, nor is it required under the terms of the Government of India Resolution which make it necessary in the case of the Indian Educational Service. I will place a copy of the Resolution in the Library.
