asked the Chancellor of the Exchequer whether friendly societies are carrying out the principles and intentions of the National Insurance Act when they withhold the payment of sickness benefit to patients whose doctors conscientiously refrain from specifying the nature of the disease upon their certificate, merely writing illness or accident as the case may be?

I cannot understand how a doctor can conscientiously refrain from giving the certificates which he has contracted to give in his agreement with the insurance committee.
