REESasked the Under-Secretary for India whether he is aware that, for reasons connected with caste and other structural conditions of Indian life, it is often necessary that police officers should perform their duties in districts and among peoples to which they do not actually belong; and, if so, whether the Secretary 1199W of State will abstain from taking any action which may limit the discretion of local authorities possessed of special knowledge in this behalf?
