§ Sir E. GREYIn regard to the first and second parts of the hon. Member's question, I would refer him to the replies which I have given to the hon. Member for Bury St. Edmunds on 21st January and also to-day. The hon. Member is aware of the action taken by His Majesty's Government in this matter. I am unable to say whether any other of the Great Powers has taken similar action.
