§ Mr. RUNCIMANArrangements for the encouragement of milk-recording and for the improvement of heavy horses have been agreed between the Board and the Development Commissioners, and Grants of £5,000 and £8,800 respectively for these purposes for the current financial year have been sanctioned by the Treasury. The Board are still in consultation with the Development Commissioners on certain points in connection with the proposals for the improvement of cattle and swine; but I hope that the scheme will soon be finally settled, so that ample time may be allowed for making the necessary arrangements in the country before the next breeding season. Mr. E. J. Cheney, an assistant secretary of the Board, has been specially charged with the administration of the scheme, and will have the assistance of two expert inspectors.
