asked the Chancellor of the Exchequer what is the amount estimated for in the Estimates, 1913–14, in respect of contributions payable out of moneys provided by Parliament in respect of low-waged contributors from England, Wales, Scotland, and Ireland, respectively; and how have such amounts been arrived at?

Mr. MASTERMAN

The amounts estimated to be required from moneys provided by Parliament in respect of the contributions under the National Insurance Act, 1911, of low-waged contributors are as follows:—

England £120,000
Wales 8,000
Scotland 20,000
Ireland 27,000
The total of these amounts (£175,000) is that shown in Table XIV. of Messrs. Hardy and Wyatt's final report on the finances of the Bill (Cd. 5983), and in distributing this amount regard has been had to the probable variations between the proportions of low-waged contributors in the four countries.
