asked the Home Secretary if his sanction is required before effect can be given to the proposal of the London County Council to build a new Quarter Sessions House for the county of London on the site of the Newington Sessions House; and, if so, has his sanction been given, and on what date was it given?

Mr. McKENNA

No, Sir, my sanction is not required for building a new Sessions House. A scheme for regulating the holding of Quarter Sessions for the county of London requires the Home Secretary's approval under Section 42 of the Local Government Act, 1888, and such a scheme was approved in 1908 and again in December last; but this Section would not justify me in attempting to interfere with the discretion of the county council in this matter.
