The quantity of sugar imported into Canada from the British West Indies and British Guiana in each of the under-mentioned years (extracted from the Canadian Trade Returns) was as follows:—

made where lines rented from the Post Office and the National Telephone Company were terminated on the same switchboard at a subscriber's premises, and this charge is being maintained where any of the lines so connected are rented at obsolete rates which did not cover inter-communication. In such cases the renter benefits considerably from the fact that his payments are below the current tariff, and I propose to defer any change until the general revision of rates which has been promised. Old subscribers at the current rates, like new subscribers, are entitled to general inter-communication facilities without extra charge.
