asked the Secretary of State for War whether he has received representations as to the inadequacy of the War Office Grant of 1s. per man of the National Reserve which is retained by the Territorial Associations; whether he is aware of the impossibility of providing adequate inducements to the men who would join the Reserve were a reasonable sum allocated for the purpose; and whether he will reconsider the matter with a view to increasing the Grant beyond what is necessary for postage, in order that provision may be made for the social needs of the men in connection with their service, and that they may not be left dependent upon outside benevolence?
