Mr. SNOWDEN

asked the Under-Secretary of State for India, if Ulaskar Dutt, who was imprisoned in Andaman, is now insane; if the madness has been caused by his treatment in prison; if, owing to a refusal to do hard labour, he was made to stand erect with his hands tied to beams; if this treatment was the cause of his madness; and if such treatment of prisoners is approved by the Indian Government?
