asked the Secretary to the Treasury whether the Insurance Commissioners will make an order exempting a young person above sixteen years of age, who is serving in a place of business in order to gain experience and whose only remuneration is that of board and lodging, from coming under the provisions of the Insurance Act; and, failing such order, whether the Commissioners will issue a memorandum explaining whether such person will pay the fee?

A person employed under a contract of apprenticeship without money payment is not required to be insured, nor is any person who receives no money payment and is maintained by his employer. Where an insured person receives no wages or other money payments the employer is liable to pay the contributions payable both by himself and the insured person. These are provisions of the Act which the Commissioners have no power to alter by order.
