asked the Home Secretary what are the exact privileges enjoyed by a prisoner in the first division; what were the privileges allowed the late Mr. W. T. Stead; what privileges were granted Miss Christabel Pankhurst when a prisoner in the first division; and what are the privileges granted Mrs. Pankhurst and Mr. and Mrs. Pethick Lawrence as first-class prisoners?

The privileges given to prisoners in the first division are set out in Rules 213–231 of the Local Prison Rules. These rules are published by the King's printer (Statutory Rules and Orders, 1899, No. 322), and may be obtained from Messrs. Wyman, or any bookseller. They applied to Miss Christabel Pankhurst, and they apply to Mrs. Pankhurst and to Mr. and Mrs. Pethick Lawrence, Mr. W. T. Stead was convicted prior to 1898 and was treated under the rules then in force, but these were substantially the same as the present rules.
