asked the Chancellor of the Exchequer whether he is aware that the Special Order relating; to exemptions or exceptions under the National Insurance Act, referred to in the public Press on or about the 4th June, was not in the Vote Office on the 12th June and' could not be obtained by Members; and whether he will give instructions that all Special Orders, Provisional and Draft Regulations, leaflets, and memoranda issued by the Joint Committee, the several Insurance Commissions, and the Treasury shall be sent to Members at least as soon as they are sent to the Press?

The Special Orders referred to are at present in draft form only. They cannot be presented to Parliament until the procedure outlined in the Ninth Schedule of the National Insurance Act has been observed and hence cannot be available at the Vote Office. Copies were sent to all Members of Parliament who have asked to be supplied with the documents issued by the Insurance Commissioners on the same day that they were published in the Press, namely, the 7th instant; and also sent to the Library of the House of Commons. I am most anxious that every facility should be given to Members of the House to become acquainted with the various documents issued by the Insurance Commissioners, and will gladly arrange that all such document should be sent immediately to any Member who desires to receive them.
