asked how many soldiers were serving with the colours on the 1st June, 1893 and 1st June of this year; and under what principal heads he can assign the rise in Army Estimates from £17,000,000 to £31,000,000 within the dates specified?

Mr. TENNANT

The hon. Gentleman is comparing the net Estimates of 1893–4 with the gross Estimates of 1912–13. The increase in net Estimates for these years is £9,862,000. As regards numbers of men with the colours, 154,442 were voted for 1893–4, and 186,600 for 1912–3. Apart from this increase in numbers, the rise in cost is principally due to increased expenditure on pay of non-commissioned officers and men, Army Reserve, Auxiliary Forces, horses, garrisons abroad, works, loan annuities and pensions.
