asked how many Indians, if any, it is proposed to appoint to the additional posts of factory inspectors in India, and whether the old system of ex officio factory inspectors will continue?

The appointments in question rest with the local governments, and the Secretary of State has no detailed information as to how they exercise this discretion. As the great majority of the managers and assistants in Indian factories are Europeans, it is almost inevitable that the inspecting staff should be mainly, if not wholly European. The answer to the second question is in the negative. The district magistrate is retained as an ex officio inspector, but his duty will ordinarily be confined to ascertaining that orders passed by the full-time inspector are observed.
