As the great majority of the1200W managers and assistants in Indian factories are Europeans, it is almost inevitable that the inspecting staff should be mainly, if not wholly European. The answer to the second question is in the negative. The district magistrate is retained as an ex officio inspector, but his duty will ordinarily be confined to ascertaining that orders passed by the full-time inspector are observed.
