asked the Undersecretary of State for India whether he is aware that, though European inspectors of police are not barred from promotion to the grade of deputy-superintendent, such officers when natives of Great Britain are not seldom superseded by natives of India; and whether it is intended that any race preferences should be observed in this behalf?

The grade of Deputy-Commissioner of Police was established in 1905 with the object of creating a provincial police service filled by appointments in India. The only persons other than natives of India who are eligible for appointment to this grade are European inspectors of police who are shown to have adopted an Indian domicile, and the number of appointments so made is strictly proportioned to the recognised European strength in the inspectorate in each province.
