§ Mr. MASTERMANIn England the members selected for inclusion on each provisional insurance committee by the central bodies of the large friendly societies, of the trade unions, and of the industrial assurance offices, together with those selected by the council of the county or county borough, and by the Insurance Commissioners, will form a nucleus or temporary committee which will be charged with the duty of selecting the requisite number of representatives of the smaller friendly societies for such provisional committees. The Commissioners will issue special instructions explaining the procedure to be adopted for this purpose. In Scotland the Commissioners have given direct nomination to smaller friendly socie-998W ties whose relative membership in their particular district appeared to justify it; and have invited the others to send delegates to a conference in Glasgow on Thursday next in order to make joint nomination of their representative for the provisional insurance committees of the county and burgh areas in which the several societies have members.
