asked whether the Admiralty have given out tenders for the building of a number of destroyers which are not provided for in the expenditure up to the 31st March next; whether the firms invited to tender were given to understand that the Admiralty intend immediately to build a new flotilla of destroyers; and why the Admiralty took this step?

As tenders take a considerable time to examine, invitations were issued last month so as to avoid delay in placing orders for any boats which may be required next financial year. The preliminary steps taken do not commit the Admiralty to giving any orders; and there is of course no intention of placing any until the sanction of Parliament has been obtained. The reply to the second part of the Noble Lord's question is in the negative.
