§ Mr. HAROLD BAKERThe Secretary of State is not in a position to say whether operations in silver properly to be described as gambling have been carried on in London, Calcutta, and Bombay for the periods stated. He is inclined to doubt whether the price of silver can have been solely regulated for so considerable a period by such operations.
