§ Mr. McKENNAThe preparation of the statistics from the colleges would entail a great deal of labour and difficulty with which the clerical staff at my disposal would be unable to cope. The Admiralty would not consider themselves justified in inviting public schools to undertake a similar task, as the conditions do not correspond.
