§ Mr. CHURCHILLNo such stipulation has been made. The questions of invalidity and unemployment insurance do not fall within the jurisdiction of the Home Office. I am always glad that the officers of the Home Office should co-operate in the work of other Departments; but I cannot make their selection depend on qualifications required in other Departments, and not in the Home Office.
