asked the Postmaster-General whether the position of assistant supervisor in the Telephone Exchange at Manchester has been in existence since September, 1909; whether this appointment is refused as a permanency to the existing staff; and whether he will state why the necessary authority for its permanent establishment cannot be given?

I presume the hon. Member refers to the temporary duty for an assistant supervisor which has been caused by an alteration in the supervision arrangements at Manchester. This temporary appointment carries full substitution pay, and I do not propose to seek authority for its permanent establishment, pending the transfer of the National Telephone Company's staff to the Post Office when a reorganisation of the Manchester Exchange will probably be necessary.
