asked the President of the Board of Education if his attention had been called to the suffering inflicted on school children through the stoppage of school meals during holiday times; if so, will he bring in a short Bill to make the law quite clear as to the power of education authorities to feed children at such times; and, in order to prevent any further suffering until such Bill can become law, will he ask the President of the Local Government Board to issue a circular to education authorities in England and "Wales informing them that in the event of their wishing to feed children during holiday times and the auditor surcharging them for so doing he will remit such surcharge in the same manner as he proposes to legalise illegal expenditure on coronation festivities by local authorities?

I understand that my right hon. Friend the President of the Local Government Board, has been advised that meals cannot legally be provided for school children during the holidays by local education authorities under Section 3 of the Education (Provision of Meals) Act, 1906. I do not think that I can usefully add anything to the answer given to the hon. Member by my right hon. Friend on February 22nd.
