asked the Secretary of State for War whether, in 1913, the number of men in the Regular Army will, in accordance with the policy of reduction put in force in 1906, consist of 87,626 fewer men than if the Regular Army with the Regular Reserve and the Militia had remained at the strength existing in 1905?

These figures appear to be derived from a mere comparison of estimated numbers without any consideration of their relative value for the purposes for which the Army is obtained. I am neither prepared to admit their accuracy nor to discuss them within the limits of an answer to a question.
