asked the President of the Board of Trade whether he is aware that part of Cardwell Bay, Greenock, Firth of Clyde, is being reclaimed from the sea; whether he is aware that the land thus reclaimed forms part of the field recently bought by the Admiralty for a torpedo factory; and whether his Department propose to take any action to prevent the sea being reclaimed for any private owner, who may sell the land thus formed to another Government Department at a similar high price?

I am aware that a small reclamation is going on at Cardwell Bay, but I am informed by the Admiralty that the site is some distance from the land which they purchased in 1908 for a torpedo factory, and that the Department are not likely to require any further land in the district.
